WHAT BEAUTY BUSINESSES CAN YOU OPEN WITH JUST A CERTIFICATE?

WHAT BEAUTY BUSINESSES CAN YOU OPEN WITH JUST A CERTIFICATE?

Not every beauty treatment requires the same qualification.

If you're thinking about starting a beauty business, you might wonder:

Can I open a nail salon with a certificate?

Can I offer eyebrow treatments?

What about tattoo removal?

Can I treat stretch marks?

The answer depends heavily on what the treatment actually does to the body and on the professional qualifications required in your country or region.

In Italy, this distinction is especially important.

1. NAIL TECHNICIAN

Services:

  • Manicure
  • Nail polish
  • Gel nails
  • Nail extensions
  • Nail art

A business focused on nails may require specific professional qualifications depending on the services offered and how the activity is classified.

Key idea:
Nails are not automatically "free to operate" simply because the treatment is cosmetic.

2. PEDICURE

Pedicure services can include cosmetic care of the feet and toenails.

However, there is an important distinction between:

Cosmetic foot care

and

Medical/podiatric treatment.

A beauty professional cannot simply perform medical treatments because they have completed a beauty course.

Key idea:
Cosmetic pedicure ≠ podiatry.

3. EYEBROW SHAPING

Services such as:

  • Eyebrow shaping
  • Tweezing
  • Waxing
  • Brow styling

are commonly associated with beauty services.

However, the required qualification depends on the exact treatment and local regulations.

4. EYELASH SERVICES

Examples include:

  • Eyelash extensions
  • Lash lifting
  • Lash tinting

These are cosmetic services, but products used around the eyes can be subject to safety and professional requirements.

Key idea:
Cosmetic does not automatically mean "no qualification required."

5. WAXING

Hair removal using:

  • Wax
  • Sugar paste
  • Other cosmetic methods

is generally considered an aesthetic service.

But operating a professional beauty business can still require a recognized qualification and compliance with local rules.

6. MAKEUP ARTIST

A makeup artist may offer:

  • Bridal makeup
  • Event makeup
  • Photoshoot makeup
  • Fashion makeup

This is different from performing invasive cosmetic procedures.

7. FACIAL BEAUTY TREATMENTS

Non-medical facial treatments can include:

  • Cleansing
  • Exfoliation
  • Masks
  • Cosmetic massages
  • Hydration treatments

The permitted scope depends on the qualification and equipment being used.

8. MASSAGE

This is an area where terminology matters enormously.

A relaxation/wellness massage is different from a treatment claiming to diagnose or treat a medical condition.

You cannot simply call a medical or therapeutic service a "beauty treatment" to avoid professional requirements.

9. STRETCH MARK TREATMENTS

This one requires particular attention.

You may see businesses advertising treatments for:

Stretch marks

but the method matters.

A cosmetic treatment that improves the appearance of skin is very different from an invasive procedure that damages or penetrates the skin.

Treatments involving:

  • Needles
  • Lasers
  • Medical devices
  • Deep skin penetration

can require additional qualifications, authorizations, or medical professionals.

Key idea:
You cannot assume that a "stretch mark course" legally authorizes you to perform every treatment marketed for stretch marks.

10. TATTOO REMOVAL

This is another major red flag.

Tattoo removal can involve:

  • Lasers
  • Light-based devices
  • Other technologies

A certificate from a private course does not automatically give someone the legal right to operate every type of tattoo-removal equipment.

The specific technology and applicable Italian rules matter.

11. MICROBLADING

Microblading involves placing pigment into the skin.

Because the skin is penetrated, it is fundamentally different from ordinary eyebrow shaping.

It can fall under rules concerning:

tattooing / dermopigmentation / piercing and related activities.

Specific regional and health requirements may apply.

12. PERMANENT MAKEUP

Examples:

  • Eyebrows
  • Eyeliner
  • Lips

Permanent makeup involves pigment being introduced into the skin.

Therefore, it should not be treated as equivalent to ordinary makeup application.

13. FACIAL PEELS

Some superficial cosmetic exfoliation treatments may be within the scope of beauty services.

But stronger chemical peels can cross into areas requiring medical expertise.

The concentration, substance, depth, and intended effect matter.

14. MICRONEEDLING

Microneedling uses small needles to penetrate the skin.

This is exactly the type of treatment where a simple online certificate should not be assumed to authorize professional practice.

The device, depth, purpose, and applicable regulations all matter.

15. LASER HAIR REMOVAL

Laser and light-based hair-removal services involve regulated equipment.

You should never assume:

"I completed a laser course → I can legally open a laser salon."

The equipment and professional qualification requirements need to be checked under the applicable Italian rules.

16. BODY CONTOURING

Some businesses offer:

  • Cavitation
  • Radiofrequency
  • Vacuum treatments
  • Pressotherapy
  • Other body treatments

Whether you can legally provide them depends on the specific equipment and treatment.

17. CELLULITE TREATMENTS

Cosmetic cellulite treatments may be offered by beauty professionals within their permitted scope.

But claims matter.

There is a major difference between:

"Improves the appearance of cellulite"

and

"Treats a medical condition."

18. SKIN REJUVENATION

Non-invasive cosmetic treatments may be possible within the scope of an aesthetic qualification.

However, procedures involving deeper tissue or medical devices can have additional requirements.

19. PIERCING

Piercing is not simply another beauty treatment.

It involves penetrating the body and therefore is subject to specific hygiene, health, and professional rules.

A generic beauty certificate should not be assumed to authorize piercing.

20. TATTOOING

Professional tattooing involves introducing pigment into the skin.

It is regulated separately from ordinary beauty services.

A standard estetista qualification does not automatically mean:

"You can legally open a tattoo studio."

THE MOST IMPORTANT DISTINCTION

Think about treatments in three levels:

LEVEL 1 — COSMETIC

Examples:

  • Makeup
  • Basic nail services
  • Eyebrow shaping
  • Cosmetic facials
  • Waxing

LEVEL 2 — SPECIALIZED BEAUTY EQUIPMENT

Examples:

  • Certain laser/light devices
  • Radiofrequency
  • Body-contouring equipment

Additional training, equipment requirements and professional rules may apply.

LEVEL 3 — INVASIVE / MEDICAL-TYPE PROCEDURES

Examples:

  • Tattoo removal with certain technologies
  • Microblading
  • Permanent makeup
  • Microneedling
  • Injectable treatments
  • Medical laser procedures

These require much more careful verification.

WHAT ABOUT "JUST A CERTIFICATE"?

This is the biggest misconception.

There is a huge difference between:

Certificate of attendance

and

Legally recognized professional qualification.

A private course might give you a certificate saying:

"You completed our 2-day eyebrow course."

That does not necessarily mean the certificate gives you the legal authorization to open a business and perform that treatment professionally.

BEFORE OPENING A BEAUTY BUSINESS IN ITALY

You should check:

1. What exact service are you offering?

2. Does it penetrate the skin?

3. What equipment is being used?

4. Is the equipment regulated?

5. What professional qualification is required?

6. What does your Regione require?

stretch marks, tattoo removal, lasers and permanent makeup are not all regulated in the same way.

The treatment, equipment, qualification and Italian regional rules all matter.

A certificate proves that you completed a course.
A recognized professional qualification is what can give you the legal ability to perform a regulated activity.

7. What does your Comune/SUAP require?

8. Are there hygiene and premises requirements?

9. Is the treatment cosmetic or medical?

THE SIMPLE RULE

Don't ask:

"Do I have a certificate?"

Ask:

"Is this certificate the legally recognized qualification required for this specific activity?"

Those are two completely different questions.
